Generic test enablement at the Dutch Tax Office
How the Generic Test Enablement team became predictable again, started an active test guild and got teams moving on test automation.

Context
The Generic Test Enablement team was reactive to incoming questions and less predictable than the organisation wanted. Innovation had stalled, the test guild was inactive, and team-level automation was low — taking a release live took days instead of hours or minutes. Customer-driven thinking was missing.
